Full breakdown of import duty, excise tax, and VAT for cars from the USA. Formula, real amounts, and a step-by-step guide to what happens after your car arrives at the border.
What affects the cost
What makes up car import taxes
Car customs clearance refers to the set of government charges paid when importing a vehicle into Ukraine. The total amount depends on four main components.
Import duty
10%
Of the customs value. Customs value = auction price + shipping to the border.
Excise tax
BR × EC × AC
Based on fuel type, engine displacement, and age. For EVs: 1 EUR/kWh of battery.
VAT
20%
Applied to: customs value + duty + excise.
Pension fund
3–5%
Applied to the sum of all previous charges.
How it works
Customs clearance process: 5 steps
Customs clearance for a car from the USA is a structured 5-step process. Once the car crosses the border, the owner has 10 calendar days to file the customs declaration.
- 1
Car arrives at the border
The vehicle arrives at the customs post. The 10-day customs declaration deadline begins from this moment, per the Ukrainian Customs Code.
- 2
Filing the customs declaration
The declarant or customs broker files the declaration along with a full document package: invoice, bill of lading, owner's passport and tax ID.
- 3
Calculation and payment of duties
Customs calculates: 10% duty + excise + 20% VAT + 3–5% pension fund contribution. Payment is made by bank transfer before clearance is issued.
- 4
Receiving the customs release
After verifying documents and confirming payment, customs issues a release permit for the vehicle to enter free circulation in Ukraine.
- 5
Vehicle registration in Ukraine
The car is registered at an MIA service center. The full cycle from arrival to license plates typically takes 2–3 weeks.

EV and hybrid tax benefits
Electric vehicles: 0% import duty, excise = 1 euro per kWh of battery capacity. Hybrids: flat excise of €100. This significantly reduces total clearance costs compared to petrol cars. Source: Ukrainian Customs Code.
Law Changes
What changed in 2026
As of January 1, 2026, important amendments to Ukraine's customs law took effect. They affect everyone planning to import a car this year.
Preferential duty rates abolished
Simplified clearance and reduced rates for private individuals no longer apply. Standard rates are now in force: 10% import duty, 20% VAT calculated on customs value plus duty and excise.
Euro-6 standard requirement
Vehicles not meeting the Euro-6 standard are not exempt from excise tax. We recommend checking technical specifications before placing a bid at auction.
Harmonisation with EU norms
Customs legislation has been aligned with EU standards as part of Ukraine's European integration and the requirements of the EU Association Agreement.

Important to know
Common risks when clearing customs independently
The customs clearance process for a car from the USA has several nuances that, without experienced assistance, can lead to delays, fines, or unexpected costs.
Missing the 10-day deadline
If the declaration is not filed within 10 days of border crossing, a fine is charged and storage fees at the customs warehouse begin to accumulate.
Incorrect customs value
Understating the customs value is a violation. Customs may revalue the car and charge additional duties plus a penalty.
Incomplete document package
A missing invoice, bill of lading, or untranslated document will delay the clearance process and leave your car stuck at customs.
2026 law changes
From January 1, 2026, most customs duty exemptions have been cancelled. Preferential conditions apply only to Euro-6 standard vehicles imported before December 31, 2026.
